In South Park’s satirical world, a woman accidentally falls into her toilet and injures herself horribly. The local government responds by requiring all citizens to install and use a toilet seat belt so it never, ever happens again. So of course, this gives local law enforcement the right to get involved in the most embarrassing manner.
