Detroit DOT Employees Charged For Issuing Fraudulent CDLs

Two Detroit Department of Transportation workers are facing serious charges for allegedly taking cash bribes in exchange for fraudulent CDLs.

Calvin Foulks, 58, and Michelle Reed, 61, have each been issued felony charges for forgery and bribery. They Michigan Attorney General alleges that the two employees took  more than $4,000 in cash bribes in exchange for falsifying numerous Michigan Department of State documents. The forged documents falsely claimed that applicants had taken and passed their CDL skills tests.

The alleged fraud took place between May 2012 and June 2013.

Eighty-five CDL holders have had their licenses invalidated and must re-test in order to be reinstated.

Foulks has been charged with eight counts of felony forgery. Reed was charged with five counts of felony forgery. Each of these charges carries a maximum penalty of 14 years in prison.

Michigan Attorney General Bill Schuette said of the fraud scheme, “Individuals with a flagrant disregard for the law must realize there are consequences. Forging  documents and taking bribes is not only stealing from state funds, but endangers Michigan drivers.
