FMCSA video explains Return-To-Duty process for drivers who lost CDL due to Drug & Alcohol Clearinghouse rule

The Federal Motor Carrier Safety Administration (FMCSA) recently shared a video for drivers who lost their commercial driving privileges due to Drug & Alcohol Clearinghouse violations.

Starting on November 18, 2024, an FMCSA rule (Clearinghouse-II) requires all State Driver Licensing Agencies (SDLAs) remove commercial driving privileges from individuals listed as “Prohibited” in the agency’s Drug & Alcohol Clearinghouse.

In order to have commercial driving privileges reinstated, drivers must complete return-to-duty (RTD) process.

According to the most recent FMCSA reporting, 178,839 Commercial Driver’s License (CDL) and Commercial Learner’s Permit (CLP) holders are listed in “Prohibited” Status in the Clearinghouse as of October 1, 2024. Of these, 136,224 have not yet begun the RTD process.

As a resource for drivers and carriers who are navigating this new rule, the FMCSA created a video that explains the RTD process that drivers must follow in order to regain their CDL or CLP.
