Several northeastern states have issued tractor trailer travel bans due to a major winter storm.
A winter storm is bringing heavy snowfall to much of the northeastern U.S. on Tuesday, leading transportation officials to issue travel restrictions for commercial vehicles.
See below for travel restrictions for CMVs in Connecticut, Rhode Island, New York, Massachusetts, Pennsylvania, and New Jersey.
Connecticut Tractor Trailer Travel Restrictions
Effective at midnight on Tuesday, February 13, all tandem tractor trailers and empty tractor trailers are banned from traveling on all limited access highways in Connecticut until further notice.
In preparation for the winter storm and in coordination with our neighboring states, we are implementing a ban on all tandem tractor trailers and empty tractor trailers from traveling on all limited access highways in CT beginning at 12AM on Tuesday, Feb 13, until further notice.

Rhode Island Tractor Trailer Travel Restrictions
Effective at midnight on Tuesday, February 13, all tractor trailers will be prohibited on all interstate highways and state roads until further notice.
New York Tractor Trailer Travel Restrictions
Effective at midnight on Tuesday, February 13, all tandem trailers and empty trucks and trailers will be banned from travel on the New York State Thruway and on the following highways until further notice:
- I-87 between exit 24 (Albany – Montreal – I-90 East – I-87 North) and the New York City Line – Major Deegan Expressway (I-87)
- Berkshire Connector from the Thruway (I-87) mainline to the Massachusetts State Line (I-90)
- New England Thruway (I-95) from the Bruckner Expressway (I-95) to the Connecticut State Line
- Cross Westchester Expressway (I-287) from the Thruway (I-87) to the New England Thruway (I-95)
Massachusetts Tractor Trailer Travel Restrictions
No empty or tandem tractor trailer units are allowed on I-90 from the New York border to Logan Airport.
Pennsylvania Tractor Trailer Travel Restrictions
Effective at 3 a.m. on Tuesday, February 13, the following travel restrictions are in place:
- Tier 2:
- PA Turnpike (I-76) from New Stanton (Exit 75) to Breezewood (Exit 161)
- Interstate 78, entire length
- I-80 from I-79 to milepost 173 (Lamar)
- I-99, entire length
- U.S. 22 from I-78 to the New Jersey border.
- Route 33, entire length
- PA Turnpike Northeast Extension (I-476) from I-78 to I-80
- Tier 4 (no commercial vehicles):
- I-80 from milepost 173 (Lamar) to the New Jersey border
- I-81 from I-78 to the New York border
- I-84, entire length
- I-180, entire length
- I-380, entire length
- PA Turnpike Northeast Extension (I-476) from I-80 to Clarks Summit (Exit 130)
Under Tier 2 restrictions, the following vehicles are not permitted on affected roadways:Â
- Tractors without trailers
- Tractors towing unloaded or lightly loaded enclosed trailers, open trailers or tank trailers
- Tractors towing unloaded or lightly loaded tandem trailers
- Tractors towing loaded tandem trailers without chains or Alternate Traction Devices (ATDs)
- Enclosed unloaded or lightly loaded cargo delivery trucks/box trucks that meet the definition of a CMV
- Passenger vehicles (cars, SUV’s, pickup trucks, etc.) towing trailers
- Recreational vehicles/motorhomes
- School buses, commercial buses and motor coaches, regardless of the availability of trains or ATDs
- Motorcycles
New Jersey Tractor Trailer Travel Restrictions
Effective at midnight on Tuesday, February 13, a commercial vehicle travel restriction is in place for the following roadways:
- I-78 (entire length)
- I-80 (entire length)
- I-280 (entire length)
- I-287 (entire length)
- Route 440 (between I-287 to the Outer Bridge Crossing)
- I-195 (entire length)
- I-295 (Pennsylvania border/Scudder Falls Bridge to Exit 60 at I-195)
The travel restriction applies to all tractor trailers and empty straight CDL-weighted trucks.
