UCR fees increase by 25% for 2025 registration year

Unified Carrier Registration (UCR) fees are set to increase for the 2025 registration year

According to a Final Rule published in June 2024 by the Federal Motor Carrier Safety Administration (FMCSA), UCR fees for the 2025 registration year will increase by an average of 25% overall over the 2024 fees, with varying increases between $9 and $9,000 per entity, depending on the applicable fee bracket.

FMCSA says that the purpose of the fee increase is to cover the $13 million shortfall to meet the overall statutory revenue requirement of $112 million.

“…the Agency acknowledges that motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies will incur a greater burden as a result of this fee increase,” the FMCSA said.

Under the UCR Act of 2005, motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies subject to UCR are required to submit annual fees based on fleet size to supplement funding for state highway motor carrier registration and safety programs.

Forty-one states participate in the UCR plan.
