Business owner arrested after refusing to release semi truck and asking for triple the quoted amount for repair, Texas sheriff says

The El Paso County Sheriff’s Office (EPCSO) recently arrested a business owner following a dispute with a commercial vehicle driver over truck repair costs.

Johnny Justin Flores, 29, was arrested and charged with Deceptive Business Practices, with a bond of $5,000, and Theft of Property < $150,000, with a bond of $10,000, EPSCO said.

On September 18, 2025, EPCSO was dispatched to the 12800 block of Bales Drive in El Paso County, Texas, for a civil dispute over semi truck repair services.

Deputies made contact with Flores and a semi truck driver.

The deputies learned that the truck driver was passing through El Paso County when the semi truck experienced a mechanical issue. The truck driver hired Flores for a $1,200 repair service after locating his business online.

“At 5:14 p.m., the victim received an invoice and was pressured to pay by 5:30 p.m. The victim submitted full payment on time, but Mr. Flores refused to release the vehicle, falsely claiming the payment was late and demanding nearly triple the original amount,” EPCSO said.

Deputies obtained a search warrant. They were able to recover the semi truck, and two warrants were issued for the arrest of Flores.

“Flores was booked into the El Paso County Detention Facility, and the semi-truck was returned to its rightful owner. The El Paso County Sheriff’s Office remains committed to protecting residents and visitors from fraudulent and unlawful practices,” officials said.
