Colorado bill to require a human driver with a CDL inside automated commercial vehicles

A Colorado lawmaker recently introduced legislation to require a qualified human driver to be present in self-driving commercial vehicles.

On January 28, Colorado State Rep. Sheila Lieder introduced HB25-1122 (Automated Driving System Commercial Motor Vehicle).

The bill would forbid the operation of an automated commercial vehicle “unless an individual who holds a commercial driver’s license (CDL) is in the vehicle, monitors the vehicle’s driving, and intervenes, if necessary, to avoid illegal or unsafe driving.”

The bill also establishes fines for companies that violate the CDL holder inside the cab requirement. The penalty for a first offense is $1000, and increases to $2000 for a second offense. The penalty doubles for each subsequent offense.

The bill has been assigned to the Assigned to Transportation, Housing & Local Government Committee for consideration.

Similar legislation has been introduced in recent years in states including California, New York, and Indiana.
