Indiana trooper cites dump truck driver for no CDL and English Language Proficiency violation

An Indiana State Police (ISP) trooper issued multiple citations to a dump truck driver for language and licensing violations.

On October 1, 2025, ISP Trooper Angermeier initiated a traffic stop on a dump truck on I-69 near I-64.

The dump truck driver was issued citations for “for never having a commercial driver’s license (CDL), [or] a DOT physical,” according to Sgt. Todd Ringle with ISP’s Evansville District.

The driver was also cited for failure to meet English Language Proficiency (ELP) standards.

The dump truck was towed from the scene.

States are currently under increased scrutiny from the U.S. Department of Transportation over enforcement of CDL standards and ELP violations.
