Man pleads guilty to illegally hauling diesel fuel in Kansas

A Texas man recently admitted to illegally hauling hazardous material without proper placards or a commercial driver’s license (CDL).

On July 15, 2025, Alexey Delpino-Rodriguez pleaded guilty to illegally transporting diesel fuel, a hazardous material, in the U.S. District Court for the District of Kansas.

According to the U.S. Department of Transportation-Office of Inspector General (DOT-OIG), Delpino-Rodriguez transported more than 119 gallons of diesel fuel without the required DOT hazmat placards on the exterior of his vehicle.

Additionally, officials say Delpino-Rodriguez did not possess a CDL, a hazmat endorsement, vehicle insurance, or a valid vehicle registration.

The case is under investigation by DOT-OIG, the Kansas Highway Patrol, and the Federal Motor Carrier Safety Administration.
