Citizen complaints trigger commercial vehicle blitz in Virginia, with 62% of inspected trucks out-of-service

A multi-agency commercial vehicle enforcement operation was held in Virginia this week in response to a “rise in truck complaints.”

The detail took place on May 7, 2026, in Culpeper, Virginia, after complaints about “mud on the road near the construction sites” and other issues.

A “regional DOT task force” involving the following agencies was assembled to conduct a commercial vehicle enforcement detail.

During the single-day effort, the task force inspected 45 commercial vehicles, resulting in 28 of those vehicles being placed out-of-service. The vehicle out-of-service rate for the Culpeper CMV detail is 62.2%.

Additionally, six drivers were placed out-of-service for no commercial driver’s license (CDL).

Officers uncovered a total of 228 violations, with 63 of those violations causing the out-of-service determinations.

Additionally, “one truck was towed on a three day hold for his second offense of no CDL,” CCSO said.

As part of the operation, 13 trucks were weighed. Seven of the 13 were determined to be overweight.

“These are the violations that owners should be the most diligent with. Brake issues and overweight is a deadly combination,” CCSO said.

“I want to stress we get these complaints everyday for speeding, aggressive driving, overweight, unsecured loads, uncovered loads. Most of which are coming from other truck companies that spend the money to do it right. DMV, VSP and CCSO have DOT authority in Culpeper and are here daily. Our local companies are not the problem, the out of area and out of state are! The projects that are hiring these folks should be doing better before a major accident happens!” said Culpeper County Sheriff T. W. Chilton.

CCSO said that this was the “was the largest scale event in Culpeper so far.”

According to CCSO, all of the participating agencies “are certified DOT inspectors and have jurisdiction all over Virginia when assisting the task force or their respective counties.”

Chilton detailed some of the issues and complaints that led to the inspection operation:

Perspective, some of these trucks are so overweight and have no brakes in the rear, if the other brakes fail it would be unable to stop that 20 ton load coming into traffic. We have had trucks recently so overloaded topple over into ditches and farm fields.

Other complaints have been the mud on the road near the construction sites. I have spoken to VSP as well as VDOT. The sites are sweeping the mud then flushing it causing the wet mud to kick up as you pass through it. I have received about 10 calls in the last few days.
