FMCSA proposes 20% UCR fee increase for 2027 and subsequent years

The Federal Motor Carrier Safety Administration (FMCSA) has proposed increasing Unified Carrier Registration (UCR) Plan and Agreement registration fees starting in 2027.

In a Notice of Proposed Rulemaking (NPRM) to be published in the Federal Register on April 7, FMCSA proposed a UCR fee increase averaging 20% for the 2027 registration year and subsequent registration years, at the recommendation of the UCR Board of Directors.

Officials said that the proposed UCR fee increase would range between $9 and $9,329 per entity.

“Even after the proposed increase, the fees for registration year 2027 are still less than those in effect during registration years 2019 through 2022,” FMCSA said.

The UCR Board of Directors did not recommend a fee increase for the 2026 registration year.

FMCSA said that the 2027 registration year fee increase is intended to cover a projected $21.79 million shortfall in the statutorily required funding.

Under the UCR Act of 2005, motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies subject to UCR are required to submit annual fees based on fleet size to supplement funding for state highway motor carrier registration and safety programs.

Forty-one states participate in the UCR plan.
