Kentucky exempts truckers hauling emergency relief supplies from hours-of-service and weigh station stops
Following a major storm, Kentucky authorities have suspended certain rules for commercial vehicle drivers hauling in direct assistance of the emergency.
On August 12, 2026, the Kentucky Transportation Cabinet issued a waiver in response to destructive storms that struck the northern part of the state on Tuesday, resulting in debris and widespread power outages.
The waivers declares a state of emergency and exempts commercial vehicles hauling certain commodities from maximum driving time hours-of-service rules and from stopping at weigh stations.
The waiver applies to vehicles transporting loads that are for use in:
- Providing direct assistance supporting emergency relief efforts including transporting essential fuels, food, water non-alcoholic beverages, medical supplies, and feed for livestock or poultry
- Transporting livestock, poultry, and crops ready to be harvested
- Or, the restoration of utility and transportation services in response to the severe weather event in Kentucky
Officials noted that carriers operating under the waiver must comply with all other safety requirements and carry a copy of the order in the truck cab.
“Swift response is key during emergency response,” said Transportation Cabinet Secretary Rebecca Goodman. “This order will save valuable time and ensure Kentuckians and surrounding states can get the help they need as quickly as possible.”
The waiver is in effect for 14 days, or until the state of emergency no longer exists.
