A Massachusetts man was sentenced for his role a scheme to help another individual fraudulently obtain a Commercial Learners’ Permit (CLP).
On May 1, 2026, Frank Castro, 53, was sentenced to time served (approximately 23 months in prison), according to the U.S. Attorney’s Office for the District of Massachusetts.
Castro was indicted by a federal grand jury in April 2024 and convicted for unlawful production of an identification document in January 2025.
Officials say that on October 18, 2021, Castro told an undercover agent that he could help him to obtain a Massachusetts CLP for $3,000.
On December 10, 2021, officials say that Castro told the undercover agent that he would need to “sneak a Bluetooth device into the testing area at a Massachusetts RMV, surreptitiously place the device into his ear, then cover it with headphones used during the exam.” Castro said that he would then be able to hear the questions and provide test answers through the device.
On December 22, 2021, the undercover agent transferrer $3,000 into Castro’s bank account and then went to the DMV in Danvers to take the CLP exam. As planned, the agent used the Bluetooth device to connect to Castro and receive real-time answers to the exam questions.
The undercover agent passed the exam and was awarded a Massachusetts CLP.
