The truck driver facing murder charges for intentionally ramming a stolen semi truck into a Texas DPS building has been deemed incompetent to stand trial.
The now 44-year-old Clenard Parker stole and intentionally crashed a semi truck into a DPS office in Brenham, Texas after he was denied his CDL back in April 2024. Two people were killed in the incident and 12 more were injured.
In the summer of 2025, a report was released requiring the court to commit Parker “to a facility designated by the Health and Human Services Commission that specifically houses individuals charged with ‘violent’ crimes.” Parker was housed at the “secure, lockdown facility” where he was put under the care of psychiatrists who would “attempt to restore him to competency,” reported KBTX3.
This upcoming summer, Parker’s competency must be reviewed once again to determine if his competency has been restored and he is able to stand trial.
“Theoretically, either party could challenge the decision made by those doctors at the state hospital, try to find and hire a doctor who would testify that the first doctors are wrong, and demand a jury trial on his competency. However, even that extreme measure would first require a competency determination to be made,” said Washington County District Attorney Derek Estep.
If it is determined that Parker’s competency has been restored, he will appear in court in Washington County. If it is determined that he is still incompetent, and his competency will likely never return, he could be committed to his current state hospital for the remainder of his life.
