Man holding semi truck driver at gunpoint shot to death by Oregon trooper

Police have released information on an officer-involved fatal shooting that occurred in the Salem, Oregon, area on Monday.

The incident began around 8:40 a.m. on April 10, 2023, when Oregon State Police (OSP) Trooper Andrew Tuttle stopped on I-5 at mile marker 254 to assist with a stopped semi truck, according to a news release from the Salem Police Department (SPD).

Trooper Tuttle discovered that the semi truck driver was being held at gunpoint by a male suspect later identified as Felipe Amezcua Manzo, 31.

Police say that Manzo and Trooper Tuttle exchanged gunfire and that Manzo fled the scene eastbound, running along a tall grass line bordering I-5.

Manzo was later located in a wooded area suffering from gunshot wounds. A firearm was found next to him in the grass (SPD shared a photo of the gun in the media release). Manzo was treated at the scene but succumbed to his injuries.

Trooper Tuttle suffered non life-threatening injuries that did not require medical attention. “The cause of his injuries is still being investigated,” SPD said.

Trooper Tuttle has been placed on administrative leave per Marion County policy.

According to SPD, Trooper Tuttle has been employed by OSP since 2016. Prior to that, he served six years in in the Navy, serving as military police for four of those years.

The incident caused traffic delays on northbound I-5 throughout the day on Monday. The scene was cleared by 6 p.m.

SPD did not provide information on what led to the truck driver being held at gunpoint.

The incident remains under investigation.
