VIDEO: Sheriff says 23 out-of-service violations found on semi that rolled back and struck cruiser during traffic stop due to bad brakes

The Laramie County Sheriff’s Office (LCSO) out of Cheyenne, Wyoming says that a truck driver was handed over to U.S. Customs and Immigration Enforcement (ICE) after a traffic stop during which the driver’s semi truck rolled back into a police cruiser due to bad brakes.

On December 8, 2025, Laramie County Sheriff Brian Kozak shared a video detailing a recent traffic stop involving an allegedly unlicensed truck driver.

Kozak said that the truck was pulled over for bald tires, three flat tires, a taillight that was out, and that the truck “appeared to be severely overweight.”

During the traffic stop, Kozak said that the truck rolled backwards and struck an LCSO cruiser, causing such significant damage that the unit is inoperable until repairs can be made.

“Why did that happen? Because allegedly, this truck had inoperable brakes, and so it rolled back into our patrol truck. The driver did not have a CDL, was not documented, and is now in the custody of Immigration and Customs. Him and the passenger. And we call Highway Patrol to do an inspection on the truck. Twenty-three out-of-service violations,” Kozak said.

“This is causing a bad reputation to those truckers that are doing it right, those hard-working truck drivers [who are] properly licensed, following all the laws that they should be,” said Kozak.

On October 1, 2025, Sheriff Kozak and 25 LCSO deputies were sworn in by ICE and authorized to enforce immigration law under a provision of the Immigration and Nationality Act.
