According to the video’s description, this occurred on I-78 west, just before the turnpike in New Jersey. The driver was driving along the highway when he suddenly happened upon the road being coned off.
There were no lights, and both lanes were blocked.
The driver stopped and asked the man what he was doing. He said that the man started behaving suspiciously, so he drove away.
