Heavy winds hammer against a truck as it jackknifes, coming close to causing a collision with some passenger vehicles.
YouTuber Driving Around notes that the video was captured on I-80 west in Wyoming about 20 miles away from Laramie.
On the date which appears on the dash cam video, November 18, 2017, the Wyoming Department of Transportation shut down various portions of I-80 for winter weather and high winds.

For more evidence on how Wyoming wind can wreak havoc on semi trucks, take a look at video released by the Wyoming Highway Patrol in December of 2016.
The Wyoming Highway Patrol reminds truck drivers that “This is how quickly you can lose control when wind speeds are high and blowing across Wyoming. Heed the closures if you are traveling in a light or high profile vehicle in strong winds!”
